Complaints and irregularities alerts
You can submit a report of irregularity to the following email address: pact@osi.bg with the subject “Irregularity alert” and the following structure of content:
- Description of the irregularity (including whether it is suspected or actual and how it was carried out)
- Period to which the irregularity pertains or the moment in time when the irregularity occurred
- How the sender became aware of the irregularity, including the source of the information that led to the suspicion of the irregularity
- Identified physical or legal entities involved in the irregularity
- Other information
According to Council Regulation (EC) No. 1083/2006 of 11.07.2006, “irregularity” is defined as “any infringement of a provision of Community law resulting from an act or omission by an economic operator which has or would have the effect of harming the general budget of the EU, taking into account an unjustified expenditure from the general budget.”
For the purposes of the “PACT” project, an irregularity is any violation of the Financial Support Agreement for the initiative, a provision of European and/or national legislation, which has or would have the consequence of hindering the implementation of the “PACT” project. This may include, for example, the unjustified or disproportionate amount of financial support. All forms of corruption are also considered irregularities.
The submitted report will be reviewed by the Executive Board of the project (EB). The EB will respond by email to the respective organization/person within one month of receiving the report. If more time is required to investigate and make a decision on the case, the EB will notify the sender of the report about the need for additional time, specifying the reasons for this. The one-month period for making a decision can be extended by a maximum of one additional month.
Submitting a Complaint and Procedure for Reviewing the Complaint
The Executive Board (EB) of the project reviews and makes decisions on complaints received regarding the “PACT” project. The Board may be approached by applicants, beneficiaries of initiatives, or third parties in connection with resolving issues related to the implementation of the project.
The complaint should be submitted to the following email address: pact@osi.bg with the subject “Complaint”.
The deadlines and procedure for reviewing the complaint are the same as those mentioned above for submitting a report of irregularity.
