We are looking for external evaluators of initiative proposals

Open Society Institute – Sofia (OSIS) Foundation and the Workshop for Civic Initiatives Foundation (WCIF) announce a call for external experts – evaluators of submitted initiative proposals by civil society organizations for financial support within the framework of the calls under the project “Partnership Between Civil Society Organizations for Impact on Rights and Values” (PACT), co-funded by the European Commission’s Citizenship, Equality, Rights and Values Programme (CERV).

About the PACT project

The project “Partnership Between Civil Society Organizations for Impact on Rights and Values” (PACT) is carried out in partnership between: the Open Society Institute – Sofia (OSIS) Foundation, the Workshop for Civic Initiatives Foundation (WCIF), and the international non-governmental association European Civic Action Service (ECAS).

The project is funded by the European Union through the Citizenship, Equality, Rights and Values Programme (CERV) for a total amount of €4,264,112.97, which is 90% of the project budget. The funding institution is the European Education and Culture Executive Agency (EACEA).

The main objective of the project is to contribute to bridging the gap between urban centres that support democracy as a model of governance and other regions where scepticism towards democracy and vulnerability to EU values persist.
To achieve this overarching objective, the project sets the following goals:

  • To raise awareness of EU values and the Charter of Fundamental Rights, focusing on the practical implications for everyday life, individual choices, and behavior.
  • To strengthen the influence of Bulgarian civil society organizations dedicated to promoting a culture of values based on the rule of law, democracy, and fundamental rights.

The project foresees the holding of two separate calls for proposals for two funds providing financial support for initiatives of civil society organizations – the Partnership Fund and the Code of Success Fund.

Both funds will focus on raising awareness, strengthening, protecting, and promoting EU rights and values, including the rule of law; supporting dialogue, transparency, and good governance.

About the Call for Proposals

The Partnership Fund is managed by the OSIS. The indicative number of partnership initiatives it will support is around 40, with funding of up to €60,000 per initiative. Its total value is €2,400,000. It is expected that the partnership initiatives supported by the fund through cooperation between civil society organizations of different sizes, from large, established organizations to smaller, local ones, and the joining of their efforts will contribute to the integration of European values in different communities. Supporting civil society organizations in establishing partnerships is a key focus of the Partnership Fund. Only one application stage is planned. The call for proposals for initiatives under this fund will start on April 15, 2025, with a deadline for applications set for October 15, 2025. More information about the call can be found here.

The Code of Success Fund is managed by WCIF. The indicative number of initiatives it will support is approximately 30, with funding of up to €15,000 per initiative. Its total value is €450,000. The fund will give priority to small organizations working in remote and rural areas, which usually have more limited capacity and funding sources. There will be two stages of application – one for conceptualization and one for the development of a full proposal for the initiative by applicants with approved concepts. The call for this fund is expected to start in early 2026.
