If you are a civil society organization or a community center working to strengthen and promote the values of the European Union, you can apply for the call for proposals under the Partnership Fund, part of the project “Partnership Between Civil Society Organizations for Impact on Rights and Values” (PACT). The fund is managed by the Open Society Institute – Sofia (OSIS) Foundation.

What does the call offer?

Support for partnership initiatives of up to €60,000 for civil society organizations and community centers working to:

  • Raise awareness of EU rights and values;
  • Strengthen and protect democratic principles and the rule of law;
  • Strengthen the influence of civil society organizations in the public dialogue;
  • Promote transparency, good governance, and social engagement.

Support will be given to partnership initiatives between civil society organizations working mainly at national level and local organizations with the necessary infrastructure to reach local communities in order to raise awareness of EU rights and values, and to strengthen, protect, and promote the values of the Union.

It is expected that approximately 40 initiatives with a duration of 6 to 18 months will be supported. Approved initiatives will receive 100% financial support. No co-financing is required from applicants.

Who can apply?

Civil society organizations and community centers that meet the requirements described in the Application Guidelines. One organization may apply for up to three initiatives and may be the lead partner in only one initiative.

How to apply?

Interested organizations can receive detailed information and practical advice about the call during the upcoming information days and webinars.

Applicant organizations will have access to various partnership-building tools and practical training sessions organized by the project partners of the European Civic Action Service (ECAS) and the Workshop for Civic Initiatives Foundation (WCIF).

The submission of proposals is entirely web-based. For this purpose, the applicant must first register in the Electronic Proposal Submission System – EPSS.

The deadline for submitting proposals is 5 p.m. on October 15, 2025.

Information days related to the call will be held between April 28 and May 29, 2025, in the cities of Pleven, Plovdiv, Sofia, Veliko Tarnovo, Varna, and Burgas. Detailed information about them can be found here.
